A Remedy to Public Finance Test in RULES - part 2

 As a support from the previous article about the tips to pass the Public Finance test in RULES, specific patterns of test elements are requested. This short articles will show the pattern of the test.

I. Overall Patterns

The test contain 25 MCQs which contain 15 theoretical Question and 10 formula-related exercises (Generally 5 exercises and 5 formula questions). As you may know before from the previous article, lecturers usually select "Law of Public Finance System" for Mid-term examination. "Introduction to Public Finance" will also another source of examination. One MCQ will be scored 1 point.

II. Specific Patterns 

15 theoretical questions can be very easy at first glance since there are four answer given already. However, DO NOT underestimate them because they are very tricky. Here is A example:

 Who is the prior ones who order budget revenue and budget expenditure under their respective parts?

A. The principal managers 

B. The delegated managers

C. Government officials

D.  A,B and C

Someone may answer D. Are you one of them? It seems right since all of them have certain power to order budget revenue and budget expenditure. However, look at the question again. It asked "The prior ones" which mean the 1st one who can do such a thing. So D is Incorrect. The correct answer is "A"

5 exercises are the least favorite questions in the test. Please keep in mind that calculator is not prohibited in the test. So feel free to bring and do as much as you can. Here is an example of them.

In December 2022, Dara (as a resident) earns a total of 4,200,000 Riels? How much tax will Dara paid if he live in Cambodia?

A. 255,000 Riels

B. 420,000 Riels

C. 585,000 Riels

D. 245,000 Riels

5 formula questions are the easiest part based on my opinion but the difficult part is that the formula is generally hidden in the Law on the Public Finance. It required your research ability, and if lucky, your lecturers may extract this formula for you in the lecture. Here is an example.

In Capital Expenditure, Expenditure by order equals to
A. Expenditure by orders II = order II 1+order II 2+...+order II N

B. Expenditure by orders I = order I 1+order I 2+...+order I N

C. Expenditure by orders II = order II 1+order II 2+...+order II N + Unexpected Expenditure

D. Expenditure by orders I = order I 1+order I 2+...+order I N+ Unexpected Expenditure
